This picture is from a French manuscript of the early 2nd quarter of the 15th century (Fitzwilliam Museum, Cambridge, MS 63, f.60b). This is an Annunciation genre scene, showing a standing shepherd and sitting shepherdess wearing crescent-shaped pouches with hanging implements. In both cases, lines on the pouches suggest some gathering at the ends of the pouch section.
