This is an Annunciation to the Shepherds genre scene from the Hours of Jeanne d'Evreux, Queen of France. It was created ca. 1325 in Paris and is currently located in the Metropolitan Museum of Art, New York (Cloisters Collection, ms. 54.1.2, f.62). A standing shepherd wears a pouch with lozenge-wise network that may be slung from his shoulder rather than a belt. This is one of the two earliest examples of the artifact that I've found.
